Myra Howze Shiplett

Before serving as the Director of the National Academy of Public Administration’s Center for Human Resources Management, Myra spent more than 30 years as a Federal executive working for both the executive and judicial branches of the government. Her Federal positions included a variety of line manager, administrative and human capital management executive positions with the Federal Trade Commission, the Office of Personnel Management, the Department of State, the Federal Housing Finance Board and the Administrative Office of the U.S. Courts. She is a nationally recognized expert in the reform of civil service systems both in the U.S. and abroad, and has published a number of articles and a book on human capital management topics.

As a Federal executive, Myra developed and implemented a variety of leadership development strategies and programs. She attended the Department of State’s premier career leadership program, The Senior Seminar in American Diplomacy. Since leaving Federal service, Myra has done extensive research on leadership development issues, and has taught leadership development courses both here and abroad.

Myra has also taught at the high school and college level and does extensive public speaking. She holds a Masters degree in Urban Affairs from the Virginia Polytechnic Institute and State University in Blacksburg, VA and a Bachelor of Arts Degree in English and Journalism from the University of South Florida in Tampa, FL.
