Liz Persell

Liz Persell is a Senior Consultant of Hemsley Fraser Group, Inc. where she is responsible for client engagements with the federal sector. Her primary areas of expertise are federal human resources management, human capital strategic planning, organization development and learning, and workforce planning.

Prior to joining Hemsley Fraser, Liz served as the Director, Civilian Workforce Analysis Division, United States Navy, where she led the creation and development of a Navy-wide civilian community management program that emphasized civilians as an equitable part of strategic business management. Liz served as the organization’s primary consultant on how to create and execute a competency-based workforce and how to re-engineer human resources functions around a competency-based management system. She was awarded the Department of the Navy’s Meritorious Civilian Service Award for her work in this area. Liz also served as a Project Manager for the Department of the Treasury’s web-based human resources ERP and was the head of Personnel Operations at the United States Mint Office of Human Resources, where she was the sole recipient of the American Eagle Outstanding Customer Service Award in recognition of her contributions during a major reorganization of the Mint workforce.

Liz has a B.A. in English from George Mason University in Fairfax, VA. During her 16 years as a federal employee, Liz sought to innovate whenever possible. She uses her past and current roles – manager, consultant, human resources specialist, wife, mother, and volleyball player – to lead people to create new solutions through trial and error and to understand that change can happen when ideas are shared and people work together to achieve a common goal.
