Donna Beecher
Donna has 25 years of Federal experience heading human resources operations and policy in the Departments of Agriculture, Health & Human Services (HHS), and Housing and Urban Development (HUD); as well as in the Office of Personnel Management (OPM). Donna served as the Director of the Office of Human Resource Management at the Department of Agriculture, where she led the development of a unified workforce analysis and human capital management plan, substantially increased the Department's allocation of SES positions, increased Hispanic participation in the workforce, and fostered agency cooperation in buying technology to support Department-wide decision-making and efficiency. In OPM, Donna restructured and re-invented the agency's examining services, using delegations of examining authority, reimbursable agreements, automation, and the elimination of the standard job application form. She grew the number of civil service demonstration projects from 2 to the maximum of 10, and directed the results into legislative changes such as pay-for-performance, pay banding, categorical rating of candidates, recruitment/retention and relocation bonuses. By establishing a federal research agenda, she encouraged academicians to study more relevant questions and published their key findings to Federal executives.
Donna has a degree in political science from Drew University , a master of public administration from the Maxwell School at Syracuse University , and is a certified executive coach. She served a term as President of the Federal Section of the International Public Management Association for Human Resources. She was a charter member of the Senior Executive Service and has received many awards including the Presidential Meritorious Rank Award.
