Barbara Hulick

Barbara has 31 years of Federal Government experience in developing human resource programs and in building HR/management alliances. She has extensive experience in the Department of Veterans Affairs, the Defense Logistics Agency, Department of the Army, and the Community Services Administration. Most recently, she has been supporting the Department of Defense’s rollout of the National Security Personnel System (NSPS), a reengineering of human resources compensation systems for more than 650,000 civilian personnel. She serves as a Master Trainer for the NSPS Performance Management training and was the lead instructional designer and Master Trainer for all of the NSPS HR Elements courses. She has led the development of strategic workforce planning processes; led program improvements in the recruitment, retention, and development of Federal career fields, and managed the design and implementation of innovative development programs to improve individual and organizational performance. Barbara has received the President’s Choice Award from the International Public Managers Association – Federal Human Resource Sector and the Federal Aviation Administration Flight to Organizational Excellence Award.
